Who Needs FSSAI

Who Needs FSSAI

Every food business in India needs an FSSAI registration or licence under the Food Safety and Standards Act, 2006. That includes home bakers and cloud kitchens, restaurants and caterers, manufacturers and repackers, distributors, retailers, transporters, cold storages, importers and e-commerce sellers. Running without one is an offence, and no marketplace or modern trade buyer will list you without a valid number.

The limits changed from 1 April 2026. Basic Registration now covers businesses with annual turnover up to Rs 1.5 crore, a State Licence covers Rs 1.5 crore to Rs 50 crore, and a Central Licence applies above Rs 50 crore. Turnover is not the only test though. Importers, e-commerce food businesses and some other notified categories need a Central Licence whatever their size, and some activities need a licence even at a small turnover. We look at what you actually do, what you sell and where, before picking the category.

Documents for the Application

Basic Registration is filed in Form A and a licence in Form B, along with ID and address proof of the owners, proof of possession of the premises, the list of food categories and the name of a responsible person. Manufacturers add a layout plan, an equipment list, a water test report and a food safety management plan. Importers need their IEC. Everything goes in on FoSCoS, and we put the set together so the officer has nothing left to query.

Getting the licence is the easy half. Most FSSAI trouble starts on the label. A claim like high protein or immunity booster that the regulations do not allow, a missing allergen declaration, the wrong size for the veg or non-veg logo. We review labels and advertising before they go to print, and when an improvement notice or show cause notice arrives, we draft the reply and appear before the adjudicating officer if it goes that far.

Renewal and Modification

Renewal and Modification

A licence can be taken for one to five years. Renew it before it expires, because a lapsed licence means stopping operations and applying afresh. Adding a product category, a new premises or a change in company details needs a modification on FoSCoS. We keep track of all of it, along with annual returns where they apply and FoSTaC training for your food safety supervisors.

Questions clients usually ask

What are the FSSAI limits from 1 April 2026?

Basic Registration up to Rs 1.5 crore turnover, State Licence from Rs 1.5 crore to Rs 50 crore, and Central Licence above Rs 50 crore, under the 2026 amendment to the Licensing and Registration Regulations. Category based exceptions still apply.

Do I need to change my existing licence because of the new limits?

Existing licences stay valid for their term. At renewal or modification the category should be brought in line with the new limits, and we can tell you whether a change works in your favour.

Is one FSSAI licence enough for all my outlets?

Usually not. Each premises needs its own registration or licence, and a multi-State business may also need a Central Licence for its head office.

Can you help with an FSSAI notice?

Yes. We reply to improvement notices and show cause notices, and assist in adjudication and appeals.
